RIL Executive Staff

Gerald O’NeillExecutive Director

Gerald serves as Executive Director of Resources for Independent Living, (RIL) and its sister agency, Central Virginia Resource Corporation (CVRC). With over 1 million residents living in the RIL service area, (which includes the cities of Richmond, Colonial Heights, Hopewell, Petersburg and counties of Charles City, Chesterfield, Dinwiddie, Goochland, Hanover, Henrico, New Kent, Powhatan and Prince George), Mr. O’Neill oversees one of the largest catchment areas in the Commonwealth from his Richmond office.

Mr. O’Neill has worked in the human service field since 1982 and has extensive experience in multiple disciplines, working with a wide variety of populations and diverse funding environments. This experience serves RIL well in its mission to serve any consumer and has allowed the agency to take a critical and experiential review of potential areas of growth.

Mr. O’Neill is the past Secretary of the Virginia State Independent Living Council, past Chair of Virginia Association of Centers for Independent Living and is the past Treasurer of Virginia Association of Family Preservation. He is a native of Pawtucket, Rhode Island and a Licensed Clinical Social Worker. He earned his Bachelor’s Degree from St. Louis University and his Master’s Degree in Social Work from the University of Tennessee. He is also the Head Coach of the Richmond Retrievers, our partner nonprofit that offers the region’s only ice hockey program for individuals with disabilities.


Marcia GuardinoProgram Manager

Marcia has worked in a human service capacity for over 30 years, (21 years at RIL) serving individuals with disabilities. Marcia has served on numerous Boards and committees and is a graduate of Virginia Commonwealth University. In her current role she oversees all community based services at both the Richmond office and the Petersburg office. She graduated from Virginia Commonwealth University and has her Master’s Degree from Capella University’s Public Service Leadership Program.


Kelly HickokCommunity Services Manager

Kelly has her Associate’s Degree in Architectural Drafting and Design. She spent the first 20 years of her career working with architects, engineers, contractors and suppliers designing homes and commercial spaces to include accessibility for individuals with disabilities.

For the last sixteen years Kelly has been working with individuals who have disabilities to help them become proactive and involved in the issues that affect their lives.

Through education and advocacy, Kelly works with the community to bring awareness to the needs of people with disabilities as it relates to inclusion and expansion of community living options.
