With over 1 million residents living in the RIL service area, (which includes the cities of Richmond, Colonial Heights, Hopewell, Petersburg and counties of Charles City, Chesterfield, Dinwiddie, Goochland, Hanover, Henrico, New Kent, Powhatan and Prince George), Mr. O\u2019Neill oversees one of the largest catchment areas in the Commonwealth from his Richmond office.<\/p>\r\n<p>Mr. O\u2019Neill has worked in the human service field since 1982 and has extensive experience in multiple disciplines, working with a wide variety of populations and diverse funding environments. This experience serves RIL well in its mission to serve any consumer and has allowed the agency to take a critical and experiential review of potential areas of growth.<\/p>\r\n<p>Mr. O\u2019Neill is the past Secretary of the Virginia State Independent Living Council, past Chair of Virginia Association of Centers for Independent Living and is the past Treasurer of Virginia Association of Family Preservation. He is a native of Pawtucket, Rhode Island and a Licensed Clinical Social Worker. He earned his Bachelor\u2019s Degree from St. Louis University and his Master\u2019s Degree in Social Work from the University of Tennessee. He is also the Head Coach of the Richmond Retrievers, our partner nonprofit that offers the region&#8217;s only ice hockey program for individuals with disabilities.<\/p>\r\n<hr \/>\r\n<h4>Marcia Guardino<small>Program Manager<\/small><\/h4>\r\n<p>Marcia has worked in a human service capacity serving individuals with disabilities for over 35 years. Marcia has served on numerous Boards and committees and is a graduate of Virginia Commonwealth University. In her current role, she oversees all community-based services at both the Richmond and Petersburg offices. She graduated from Virginia Commonwealth University and holds a Master\u2019s degree from Capella University\u2019s Public Service Leadership Program.<\/p>\r\n<hr \/>\r\n<h4>Kelly Hickok<small>Community Services Manager<\/small><\/h4>\r\n<p>Kelly has her Associate\u2019s Degree in Architectural Drafting and Design. She spent the first 20 years of her career working with architects, engineers, contractors, and suppliers designing homes and commercial spaces to include accessibility for individuals with disabilities.<\/p>\r\n<p>For the last 20 years Kelly has been working with individuals who have disabilities to help them become proactive and involved in the issues that affect their lives.<\/p>\r\n<p>Through education and advocacy, Kelly works with the community to bring awareness to the needs of people with disabilities as it relates to inclusion and expansion of community living options.<\/p>\r\n<\/div>\r\n<\/div>\r\n<\/div>\r\n<\/div>","protected":false},"excerpt":{"rendered":"<p>RIL Board The RIL Board meets every other month on the first Thursday, starting in January.
